DAVID NOEL KELLY, P.E., President
David is a 1985 graduate in Civil Engineering from University College, Cork, Ireland. He has more than 30 years of experience in Civil Engineering Consultancy. He is the founder and president of Kelly Engineering Group which was established in 2001.
Upon graduation, David spent two years in Massachusetts and seven years in California. As Vice President of Civil Engineering at a mid-sized Northern California consultancy firm, he was responsible for the day-to-day operations of the Civil Engineering Division. He gained considerable experience in the design, permitting, and construction of medium and large-scale construction projects, including the headquarters of Industrial Light and Magic in Marin County, California. He was responsible for the design and the successful construction of public works projects for municipal agencies, including the County of Marin, the cities of Novato, Tiburon, and Mill Valley.
David was a Senior Project Engineer with Bradford Saivetz + Associates, Inc. for over six years and was responsible for the successful completion of numerous large-scale commercial developments throughout the Commonwealth of Massachusetts and the State of Rhode Island. He was very active in the process of redevelopment of Fort Devens, and enterprise zone created after the closure of the Army Base. He provided a large number of national and international clients with the expertise needed to create successful projects in Devens.
David brings to Kelly Engineering Group, Inc., a strong commitment to provide excellent service to our clients. He brings a strong background in the development of residential and commercial projects and the knowledge to get projects designed, approved, and constructed in a cost efficient manner.
David has presented a number of civil engineering papers to the Massachusetts Continuing Legal Education Foundation. He is a member of the American Society of Civil Engineers, is a registered Professional Engineer in the Commonwealth of Massachusetts and the State of California, and is a Certified Soils Evaluator. He has presented seminars to the Massachusetts Continuing Legal Education Group and has guest lectured at Brandeis University and is a registered Professional Engineer in the Commonwealth of Massachusetts and State of California
DAVID A. MACKWELL, Principal -Engineering
David is a 1992 graduate in Civil Engineering from the University of Massachusetts at Amherst. He has more than 25 years of experience in Civil Engineering Consultancy and has been with Kelly Engineering Group, Inc. since 2001.
David has considerable experience in the practice of Civil Engineering in New Hampshire and Massachusetts. As Project Engineer for Sprague and Colwell, Inc., of Portsmouth, New Hampshire, David was responsible for the engineering design and permitting at the local, state, and federal levels of industrial, commercial, and residential developments.
David was a Project Engineer with Bradford Saivetz + Associates, Inc. for two years and was responsible for the design and permitting of many mid- and large-scale commercial developments in Massachusetts.
David’s strengths center on his commitment to provide unparalleled service to clients in a professional manner.
He is a member of the American Society of Civil Engineers and is a Certified Soils Evaluator in the Commonwealth of Massachusetts.
STEVEN M. HORSFALL P.L.S. Principal –Land Surveying
Steve is a 1986 graduate in Civil Engineering Technology from Bristol Community College. He has more than 30 years of experience in the Land Surveying and Civil Engineering fields. He has been the Principal of Land Surveying with Kelly Engineering Group, Inc. since 2003.
Steve was a staff Land Surveyor and Civil Engineer at Olde Boston Engineering Co., Inc. and Ayoub Engineering Inc. and was the Director of Land Surveying Services at Bradford Saivetz + Associates and Cubellis Saivetz Associates before joining Kelly Engineering Group, Inc.
Stevev brings to Kelly Engineering Group the ability to provide superior service in Land Surveying including property line determinations, topographic mapping and construction survey services. Steve’s strengths are the ability to understand how to integrate the land surveying component of a project seamlessly into the entire project.
Steve is a member of the Massachusetts Association of Land Surveyors (MALSCE), the National Society of Professional Surveyors (NSPS) the American Congress on surveying and Mapping (ACSM) and is a Registered Land Surveyor in the Commonwealth of Massachusetts and States of Connecticut and Rhode Island.
